O. Scott Locken

Managed development of OS/360's control program under Fred Brooks; less than a year after it was released he took the challenging assignment of managing development of TSS/360 at a time when it was beset with delivery schedule and performance problems. TSS was IBM's response to the rejection by MIT of IBM System/360 as a basis for Project MAC. [Based on Pugh, Emerson W., Lyle R. Johnson, and John H. Palmer, IBM's 360 and Early 370 Systems, MIT Press, Cambridge, Mass., 1991.]

Locken was an electrical engineering graduate of the University of Denver; he joined IBM in Denver as a service representative. Later he managed machine installation and made his mark in the corporation when he supervised the development of the IBM 1410/7010 operating system which was delivered ahead of schedule.
